Kadoma driving license center: foreign license conversion (gaimen kirikae)

Kadoma Driver's License Examination Office, in Osaka (大阪府), handles foreign license conversion. The written knowledge test here has the national format: 50 true/false statements, 30 minutes, pass at 45 (since October 1, 2025). Each line below is taken from a police page and links to it; checked October 24, 2026.

Who converts a license here
Residents of Osaka Prefecture (住所地が大阪府内). Osaka handles conversion at two centers: Kadoma and Komyoike (光明池運転免許試験場); the applicant books one of them. Kadoma-only: exempt-country holders book in person at the counter. (source)

京阪電鉄「古川橋」駅下車、京阪バス「免許試験場」又は徒歩約20分（約1.5km）。駐車場が少ないため公共交通機関を利用。 (source)
Booking
Non-exempt countries: phone reservation only, on fixed call days (every second Friday) 15:00-17:00, for the following two-week window. Exempt countries (29 + Indiana, incl. former Japanese license holders): since 19 Jan 2026 in person at the Kadoma counter, Mon-Fri 15:30-17:00 (booking in October covers 1 Oct - 29 Jan; in November covers 2 Nov - 26 Feb); bring ID (residence card, passport, 住民票 etc.) and your current foreign license.

外国免許から国内免許: Mon-Fri 08:45-12:00 and 12:45-13:30. Closed Sat, holidays, 29 Dec - 3 Jan; no conversion on Sundays. Applicants come at their reserved date and time. (source 1, source 2)
Written knowledge test
From Oct 2025 the knowledge check is booked when you pass document screening; you come on the designated date and time. Weekdays not stated. (source)
Practical test
On a later designated date after passing the knowledge check; may take a long time due to high demand. Must be passed while the foreign license is valid (take care if it expires within 6 months). Since 1 Oct 2025 the course includes a railway crossing and slopes. (source)

Documents (summary)
  • Foreign license + copy of both sides (license-history certificate if no issue date or several categories)
  • Japanese translation (embassy/consulate, JAF, ZIPLUS, ALADDIN, Taiwan-Japan Relations Association, ADAC)
  • Passport + copies of all non-blank pages; proof of stay / entry-exit records if stamps are missing
  • 住民票 copy (within 6 months; nationality, status of residence etc.; no My Number; no photocopies)
  • Japanese license and/or My Number license, if any
  • 1 photo 3 x 2.4 cm, within 6 months
  • Black or blue ballpoint pen; fee
  • If you have them: expired foreign license, expired passports, expired Japanese license, international permit

  • Procedure: phone booking -> document screening on designated day -> aptitude test -> (non-exempt) knowledge check on designated day -> practical check on designated day -> photo -> license.
  • One interpreter per applicant.
  • Practice: Kadoma course opening (osaka-ankyo.jp) or Osaka designated driving schools.
  • Since 1 Oct 2025 a 住民票 is required, so short-stay visitors (tourists) cannot convert (overview page 21927).
