Hirabari driving license center: foreign license conversion (gaimen kirikae)

Aichi Driver's License Center (Hirabari), in Aichi (愛知県), handles foreign license conversion. The written knowledge test here has the national format: 50 true/false statements, 30 minutes, pass at 45 (since October 1, 2025). Who converts a license here
Residents of Aichi Prefecture (愛知県内に住所があること). Aichi residents may apply at Hirabari or at the Higashi-Mikawa Driver's License Center (東三河運転免許センター). Foreign nationals must be able to submit a 住民票 copy (diplomats etc. excepted). No conversion to 2nd-class licenses; no proxy applications. (source)

地下鉄鶴舞線「平針」駅1番出口 → 市バスターミナル2番乗り場から市バス（平針11・徳重11）「地下鉄徳重」行き、「平針住宅」又は「平針運転免許試験場」下車。地下鉄桜通線「徳重」駅1番出口 → 徳重交通広場4番乗り場から市バス「地下鉄平針」行き（平針11・徳重11）、「平針運転免許試験場」下車。ほか地下鉄「八事」駅（市バス八事6番乗り場）・「新瑞橋」駅（市バスターミナル5番乗り場）から市バス「平針住宅」行き。 (source)

Online advance reservation (事前予約制): choose place and date on the website and enter the required details.
Holders of licenses from the 29 exempt countries/regions can book a dedicated slot every Thursday (non-holiday) 12:45-13:30 or 13:30-14:45.

Reception hours
Mon-Fri (closed Sat, Sun, public and substitute holidays, 29 Dec - 3 Jan): 08:45-11:45 and 12:45-14:45. If document screening is not finished by 11:45, you cannot apply for the test that day. (source)
Written knowledge test
Once a day on weekdays, from 13:30, on the same day as document screening (if screening is finished by 11:45). Languages available differ by weekday (table changed from 1 Jul 2026). Re-takers may be unable to retake for a certain period. (source 1, source 2)
Practical test
On another day: date and time are designated after you pass the knowledge test. After passing screening, aptitude and knowledge tests you may re-apply for the practical test for 6 months; many applicants do not pass within 6 months and must restart from document screening. (source 1, source 2)

  • Bring an interpreter if you cannot speak or understand Japanese.
  • Practical test: bring admission ticket, application form and result notice, residence card, foreign license, test-car ticket; no sandals.
