Fuchu driving license center: foreign license conversion (gaimen kirikae)

Fuchu Driver's License Center, in Tokyo (東京都), handles foreign license conversion. The written knowledge test here has the national format: 50 true/false statements, 30 minutes, pass at 45 (since October 1, 2025). Each line below is taken from a police page and links to it; checked October 24, 2026.

Who converts a license here
Tokyo residents (temporary stay included) book online and then come to the chosen center. Fuchu and Samezu accept licenses from ALL countries; Koto accepts only licenses from the 29 exempt countries/regions. The MPD page does not assign centers by ward or district. (source)

Booking
Online (web) reservation. Phone reservation only for holders of diplomatic ID cards and their families, and for Specified Skilled Worker (特定技能) applicants (normally the employer's contact person): call the test center 16:00-17:00. Reservations are not accepted anywhere other than the test centers.

Written knowledge test
Every weekday at Fuchu and Samezu, in Japanese or any of the 20 languages; held once, in the afternoon. (The separate table with 15 languages only on Tue at Fuchu / Wed at Samezu / Thu at Koto applies to regular 学科試験, not to conversion.) (source 1, source 2, source 3, source 4)
Practical test

Documents (summary)
  • Foreign license, original card (an electronic license alone is not accepted), plus past licenses from the same country
  • Japanese translation (embassy/consulate, JAF, ADAC for German, ZIPLUS or ALADDIN for listed countries, Taiwan-Japan Relations Association for Taiwan)
  • Passport(s), current and old; proof of 3+ months stay after obtaining the license (entry/exit records if automated gates were used)
  • 住民票 copy issued within 6 months, with nationality / status of residence etc. (特定事項), without My Number; originals only
  • 1 photo 3 x 2.4 cm, within 6 months (photo booths at Fuchu, Samezu, Koto)
  • Japanese license or My Number card with license data, if any

Notes
  • The Fuchu test center is not at Fuchu Police Station (different address).
  • An accompanying interpreter may be requested if you cannot speak Japanese.
  • Since 1 Oct 2025: knowledge check 50 questions, pass 45/50, no illustration questions, once in the afternoon; practical adds crosswalk tasks and stricter scoring.
